The newly re-designed Flagship
Course on Health Sector Reform and Sustainable Financing
is offered by the World Bank Institute in collaboration
with the Harvard School of Public Health, and has been
redesigned following it's initial offering in 1997. The
course introduces a practical and comprehensive framework
for understanding health systems and their performance
and a structured approach to developing health system
reform policies to improve that performance. Specific
course modules examine the theoretical and empirical basis
for reform strategies in such diverse areas as health
financing, payment systems, organizational change, regulation,
and population and provider behavior, making extensive
use of case materials from countries in all regions and
at all levels of development.
The Course will enable participants to: · Speak
a "common language" about dimensions of health
sector reform and achieve deeper understanding of heath
finance issues and sustainable financing options; ·
Situate their health systems within a taxonomy of health
systems according to structural, financial, and functional
characteristics; · Assess how well their national
health systems perform according to explicit criteria
including health status, financial protection, patient
satisfaction, efficiency, and sustainability. ·
Determine alternate paths their national health systems
could take, and why it would be desirable to pursue some
paths over others; · Understand how to move their
national health system from its current state to a desired
future state; and · Understand how to select and
apply tools and procedures to make desired changes and
to assess their effects. |

The overall program goal is to support successful
implementation of equitable, efficient, and financially
sustainable interventions to accelerating the MGDs and
other health outcomes in the context of health sector
reforms. The program would ensure (i) that demand side
factors are fully integrated into health interventions
targeting the MDGs, and (ii) that health sector development
programs and reforms contribute to rather than undermine
efforts to achieve health-related MDGs, including gender
equity, universal access to reproductive health services,
lowering of maternal and child mortality, and overcoming
the HIV/AIDS pandemic. The course will share information,
tools and knowledge of reforms and essential public health
functions in order to empower participants to become effective
agents of change.
Specific learning objectives include: - Using health
sector reform to achieve health outcomes with a focus
on reproductive health outcomes - Learning to apply a
multisectoral framework to better achieve health, nutrition,
and population outcomes - Understanding the role of the
public sector, and the impact of health systems performance
on the MDGs - Learning how to apply diagnostic, planning
and implementation support tools. |

This course will be largely taught by international
trainers with the Flagship agenda to
(1) provide the Flagship analytical framework, and
(2) teach the five control knobs (policy tools) and their
interactions in designing the reforms. A secondary role
of this course will be to use it to train the Indonesian
local trainers and let them practice training and facilitation.
Besides the core course content, this course will use
a local pharmaceutical industry case study to illustrate
policy tools interaction and other teaching cases for
individual sessions.
Objective
It is expected that this multi-year program will support
operational needs of the EASHD AAA program in the health
sector in Indonesia. In addition, the local institutions
capacity will be strengthened and these would be able
to better support medium and long term needs of the health
sector.

In no region of the developing world are women equal to men in legal, social and economic rights. Gender gaps are widespread in access to and control of resources, in economic opportunities, in power and political voice. Gender equality is a development objective on its own - it also makes good business sense as it is central to economic growth and sustainable development.
As part of the World Bank’s efforts to support client countries in developing effective PRS’s, the World Bank Institute (WBI) and its partner institutions have developed a learning program on Gender, Health and Poverty for client countries. It will examine the issues and data in eight South Asian countries (Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka) noting the special concerns of conflict and post-conflict areas in the region.
The objectives for the course are:
a. To increase capacity for promoting gender, health and poverty issues in national poverty reduction strategies and programs and assist countries in achieving the related Millennium Development Goals (MDG’s);
b. to enhance skills for developing gender-sensitive, pro-poor policies and interventions in national programs.
This course will review the analytical base and examine global best practices to better address gender, health and poverty issues in national policies and programs. It will consist of eight modules that address the following topics:
Module 1 - International Policy and Program Environment: The role of PRS’s in articulating national development priorities and acting as the key instrument for development programming; the MDG’s and a framework for action to accelerate progress at the country level; shifting from project to programmatic aid.
Module 2 - Why Gender? Framework for Integrating Gender, Health and Poverty: Basic concepts of gender and the critical linkages between gender, health and poverty; rights and business case; gender analysis techniques and poverty diagnosis for preparing PRS’s.
Module 3 - The Life Cycle Approach to Women’s Health: Critical gender and health links throughout the life cycle including adolescent health; analyze a framework that focuses on how to improve health outcomes (the “Pathways Framework”).
Module 4 - Gender and HIV/AIDS: The feminization of HIV/AIDS; male responsibility; impact on individuals, families and society.
Module 5 - Gender-Based Violence: International instruments and response; prevalence of violence against women and actions to eliminate it.
Module 6 – Cross-Sectoral Implications - Girls’ Education; Energy; Transport. Impact of interventions from sectors other than health. Multi-sectoral approaches for achieving the MDG’s.
Module 7 - Making services work for poor people - Empowering women. Services often fail the poor, particularly poor women – in access, quantity and quality. How to monitor and discipline service providers and influence policymakers. Examples of public-private partnerships and community financing for scaling-up.
Module 8 - Achieving the MDG’s: Integrating Gender and Health into Poverty Reduction Strategies – in diagnosis, program interventions and monitoring and evaluation.
