The problems of food security
and malnutrition among vulnerable population groups in
both rural and urban settings are part of a complex web
of cause and effect that transcends individual disciplines.
Conventional sectoral approaches deal with only parts
of the "puzzle", such as food availability (Agriculture),
skills and care level (Education) or wellbeing and performance
(Health). Considerations of access to healthy food, intra-household
distribution and appropriate nutrition behaviour need
to be integrated into mainstream sectoral work. Equally,
nutrition programmes require a combined effort by different
sectors and an appropriate mix of both governmental and
non-governmental activities. These initiatives are enlightened
by the National Plan of Action on Nutrition as formulated
in the wake of the International Conference on Nutrition
(1992). Key staff are needed to catalyse and direct participatory
processes leading to the development and implementation
of integrated and/or intersectoral programmes.
The training programme aims to provide the course participants
with knowledge and skills to identify, plan and implement
effective action on food security and nutrition at various
levels, ranging from (national) policy level to regional
and/or community level implementation of programmes. The
training programme can be followed as a complete 11 weeks
programme. The programme is build up of various
modules, which can also be followed as stand alone courses.
The content or those courses is described below.
The following courses are included in the training programme:
Key concepts and current issues, a seminar on Right Based
approaches for food security; Food and nutrition security
in the context of HIV/AIDS; Household food security from
a sustainable livelihood perspective; Monitoring and evaluation
of food and nutrition security impacts.
Programme blocks are: The Setting (1 week); Assessment Tools
(4 weeks); Analysis and Action (8 weeks); Food and Nutrition
Security in Urban Areas (2 weeks); Project Planning and
Proposal Writing (4 weeks). |

Local governance has become
a multi-stakeholder process in which national government
and line ministries, local government, civil society and
the private sector work together to drive development. Rural
populations are increasingly seen as citizens who have the
right to participate in local governance processes but issues
of inclusion-exclusion remain. All stakeholders involved
have to redefine their roles, norms and practices.
Aim of this course is to enhance participant’s understanding
of good local governance for rural development. The course
will position local governance in the context of policy
dialogue, Sector Wide Approaches, Macro-Micro linkages and
Development Assistance. It will relate concepts on governance,
institutions, social learning and participation to practice.
Course participants, facilitators and resource persons will
analyze complex existing situations and participants will
develop practical action plans on local governance for their
own use. |

Safe, good quality food is essential
to food security, public health and economic development.
An effective national food safety system requires a legal
framework which enables science based risk analysis and
policy priority setting, an enforcement strategy emphasizing
on prevention, and encourages participation of stakeholders
from farm to table. . This training programme provides
knowledge, concepts and tools for government and private
sector professionals. Governing food safety in international
trade provides insight in how to deal with technical trade
barriers, how to participate in international standard
setting, and how to translate this into national policy
priorities. Food safety and quality management in agrifood
chains provides insight in how risk assessment, management
and communication work in practice for government authorities
and food business responsible for inspection, auditing,
and certification of food safety control.
The four-week training programme consists of two individual
courses:

This course is a computer-based
self-study tutorial. For participants of the training
programme on food and nutrition security who do not have
a background in food security and nutrition, the tutorial
can serve as a way to get acquainted with the key issues.
For those who do have a background in food security and/or
nutrition, the tutorial can serve as a refresher.
The course can be followed through internet or from a
CD Rom. The necessary backstopping will be given by IAC
staff. For participants of the complete training programme
on food security and nutrition, the tutorial is integrated
in the three weeks course: Key concepts and current issues
in food and nutrition.
Subjects covered in the course are: world food situation,
statistics and epidemiology, nutritional assessment, nutrition
physiology, the concepts of household food security and
nutrition security, vulnerable groups for nutrition and
food hygiene. |

The course aims to bring
participants up to date with key concepts of and current
issues in the debate on food and nutrition security. The
course is a combination of lectures and the above described
computer-based tutorial on key concepts in food and nutrition.
At the end of the course the participants can be expected
to be conversant with the conceptual frameworks in food
security and nutrition, up to date in recent discussions
and insights into important nutritional themes.
Issues covered include: the concept of public health nutrition,
state of the art in micro-nutrient malnutrition, recent
insights into anthropometry, nutrition in the lifecycle,
identifying the various vulnerable groups and explaining
inter-generational effects of malnutrition, HIV/AIDS and
the link with nutrition and food security and nutrition
in emergencies. |

design of an information support system for monitoring
and evaluation of the impacts of food and nutrition security
policies and programmes. During the course use will be
made of software programmes like PROFILES (cost-benefit
modeling), Epi-Info (survey and data analysis) and CERES

trained in the different aspects of designing such management
and information system to monitor the impact of nutrition
interventions. Next to the insight into the various software
programmes, ample attention will be given to the organisational

Increasingly, HIV/AIDS and food
and nutrition security are entwined in a vicious circle.
HIV/AIDS by being an infectious disease is a drain to the
human bodys nutritional reserves. An adequate nutritional
situation is important to maintain quality of life and limit
the occurrence of secondary infections. On the other hand,
HIV/AIDS heightens the risk to food (and nutrition) insecurity,
mainly through loss of labor. Researchers have revealed
many of the interactions between food and nutrition security
and HIV/AIDS. The translation of this into practical programmes
is the next necessary step. This course aims to provide
professionals working in food and nutrition security with
the knowledge, skills and creativity, to incorporate the
specific effects of HIV/AIDS on food and nutrition security
in the design and implementation of programmes and interventions
directed to improving food and nutrition security. |

Nutrition education, a commonly used intervention in nutrition improvement programmes and projects, often does not have the anticipated result. Although various approaches have been developed and implemented (e.g. Knowledge, Attitude, Practice/Behaviour), the behavioural change in food consumption and habits is often limited. In health education, insights in adult learning and in inducing behavioural change as provided by disciplines such as adult learning, social psychology, behavioural sciences have lead to other approaches known as health communication and health promotion. A parallel can be seen for nutrition communication and nutrition promotion.
These new approaches put much emphasis on influencing the “environment” in which the change of behaviour is to take place. Consultation with the target population is considered of utmost importance. Advocacy and lobbying can help to create the so-called “enabling environment”. During this course emphasis will be placed on the translation of “formative research” into nutrition educational messages for different audiences. |

90, les gouvernements de nombreux pays ont décidé
de lancer la décentralisation démocratique
dans les milieux urbains et ruraux. En développant
un cadre législatif qui accompagne la décentralisation,
le gouvernement central s`engage à transférer
les compétences et les ressources vers les gouvernements
locaux élus. Ce gouvernement local a la responsabilité
de créer un environnement favorable pour un développement
durable et équitable et pour la fourniture de services
publics. Ainsi les élus locaux doivent acquérir
des compétences en matière de planification,
de gestion financière, de prise de décisions,
rendre compte et assurer la transparence des informations
en direction de la population, du secteur privé
et des ONGs. De plus, le gouvernement local devait utiliser
des approches inclusives et sensibles au genre pour promouvoir
léquité.
Cours de formation sur la gouvernance locale et la décentralisation
rurale pour promouvoir la capacité des ministères,
des structures d’appui, des prestataires de services
et des ONGs dans l’accompagnement effectif des gouvernements
locaux, la facilitation de la gestion des processus multi-acteurs
