Increasingly and also reinforced
by the attention for the Millennium Development Goals, there
is a need to assess the impact of a variety of policies,
programmes and interventions on food and nutrition security.
This course focuses on the design of information support
systems at various levels (from national to household
level) for monitoring and evaluating the impacts of food
and nutrition security policies and programmes. The training
addresses the following topics:
* What entails a M&E system for food and nutrition
security and in particular what is needed to do an impact
assessment
* Impact assessment in programme design and learning for
impact
* Participatory approaches in assessing impact
* Use of different data for M&E
* Interpretation and communicating of results of M&E. |

of government and non-government organisations in the following
positions: policy and planning staff at the national and
sub-national level with responsiblity for promoting community
and household food security and nutrition within different
sectors; staff working at management and co-ordination level
in the implementation and monitoring of community food security
and nutrition programmes, or nutrition-sensitive rural development
programmes; staff working in action-oriented research, advisory
and teaching positions directly relevant to food and nutrition
security. |

This course is a computer-based
self-study tutorial. For participants of the training programme
on food and nutrition security who do not have a background
in food security and nutrition, the tutorial can serve as
a way to get acquainted with the key issues. For those who
do have a background in food security and/or nutrition,
the tutorial can serve as a refresher.
The course can be followed through internet or from a CD
Rom. The necessary backstopping will be given by IAC staff.
For participants of the complete training programme on food
security and nutrition, the tutorial is integrated in the
three weeks course: Key concepts and current issues in food
and nutrition.
The course consists of 5 main chapters to know:
* the world food situation
* statistics and epidemiology
* nutritional assessment
* nutrition physiology and food hygiene and preservation.

Every man, women and child has
the right to adequate food. Adequate food means enough food
in quantity and quality, safe and culturally acceptable.
A right-based approach is a different way to address food
and nutrition insecurity; it emphasizes the rights of human
beings to food and it obligates governments to create adequate
pre-conditions to feed oneself as well as the priority for
politicians to protect directly the poor and hungry. This
course aims to provide professionals working in food and
nutrition security and interested in a right based approach
with the knowledge, skills and motivation, to strengthen,
design and implement programmes and interventions using
a right based approach. |

Increasingly, HIV/AIDS and food
and nutrition security are entwined in a vicious circle.
HIV/AIDS by being an infectious disease is a drain to the
human bodys nutritional reserves. An adequate nutritional
situation is important to maintain quality of life and limit
the occurrence of secondary infections. On the other hand,
HIV/AIDS heightens the risk to food (and nutrition) insecurity,
mainly through loss of labor. Researchers have revealed
many of the interactions between food and nutrition security
and HIV/AIDS. The translation of this into practical programmes
is the next necessary step. This course aims to provide
professionals working in food and nutrition security with
the knowledge, skills and creativity, to incorporate the
specific effects of HIV/AIDS on food and nutrition security
in the design and implementation of programmes and interventions
directed to improving food and nutrition security. |

Global challenges of climate
change, environmental degradation, scarcity of inputs, and
increasing demand for safe food present a sharp call to
agricultural practice to become more sustainable. Private,
civil and public stakeholders have to cope with this change
of focus in development, which is often referred to as ‘3P’:
People, Planet, and Profit.
An integral redirection of current agricultural practices
is therefore required to go beyond just incremental change.
Innovation that addresses ecological, social, as well
as economic sustainability aspects requires involvement
of multiple stakeholders, going beyond a strictly technical
approach. It stresses interactive learning and exchange
of knowledge between all stakeholders, including farmers
and entrepreneurs. This course will use a systems dynamics
approach to design sustainable systems that produce farm
products in a socially and economically responsible manner.
This course aims to offer the participants' a systems
perspective on agriculture as well as tools to design
innovative and sustainability farming systems. Participants
will be able to analyze their own agricultural systems
and propose transition paths towards improved sustainability.
They will gain access to state of the art approaches and
practical methods, and use their chance to refresh networks
and literature. |

Ultimate success then lies in developing the collective

This can be achieved through multi-stakeholder processes
(MSPs) and social learning.
The course covers state-of-the-art thinking about participation
from local to global level and introduces the most up-to-date
methodologies and approaches for facilitation and participation.
How MSPs and social learning relate to concepts such as
innovation systems, complexity, interactive policy making
and adaptive management is fully explored. |

90, les gouvernements de nombreux pays ont décidé
de lancer la décentralisation démocratique
dans les milieux urbains et ruraux. En développant
un cadre législatif qui accompagne la décentralisation,
le gouvernement central s`engage à transférer
les compétences et les ressources vers les gouvernements
locaux élus. Ce gouvernement local a la responsabilité
de créer un environnement favorable pour un développement
durable et équitable et pour la fourniture de services
publics. Ainsi les élus locaux doivent acquérir
des compétences en matière de planification,
de gestion financière, de prise de décisions,
rendre compte et assurer la transparence des informations
en direction de la population, du secteur privé
et des ONGs. De plus, le gouvernement local devait utiliser
des approches inclusives et sensibles au genre pour promouvoir
léquité.
Cours de formation sur la gouvernance locale et la décentralisation
rurale pour promouvoir la capacité des ministères,
des structures d’appui, des prestataires de services
et des ONGs dans l’accompagnement effectif des gouvernements
locaux, la facilitation de la gestion des processus multi-acteurs
et la promotion de l’apprentissage social. |
