Aim: To create and strengthen synergies, partnerships, networks within the health community and outline a plan of action to advocate and teach Global Health.

Content

Aims: The course introduces participants to the study of health systems that are going through, or have just emerged from conflict. The main features, flaws and strengths of conflict-affected health systems are analysed. From this starting point, measures to ensure health care delivery and foster post-conflict sector recovery are discussed. Health care provision is studied within a broader political, economic and social context. A sector-wide perspective is stressed throughout the training programme. This widens the knowledge and deepens the understanding of lessons learned, mistakes commonly made and adaptive responses developed by health services in such troubled environments.

Subjects covered during the course:

  • to engage and guide participants in the analysis and discussion of conflict environments and health services within them;
  • to raise awareness about the challenges posed by and the pitfalls incurred in health service provision in conflict environments;
  • to identify and discuss the main patterns and distortions of health services, and to conceive realistic measures to tackle them;
  • to study in detail selected health sectors in crisis, or emerging from crisis;
  • to introduce participants to post-conflict recovery processes, to the dangers posed and to the opportunities offered by them;
  • to introduce participants to the existing relevant literature and to stimulate the further exploration of the field;
  • to promote and develop contacts and exchanges of knowledge and experiences among health professionals working in the field.

Participants Profile The course is intended for health professionals with field experience, but other professionals holding decision-making positions in assistance or emergency programmes, or preparing to take such positions, are also welcome. Given the multi-disciplinary nature of the course, the participation of professionals with different backgrounds is encouraged.
Methods The course is designed to encourage critical thinking and frank appraisal of the main issues, through the interaction of participants involved in presentations, discussion of case studies, comparison of findings and lessons learned, and practical exercises. To further understanding, health care provision will be studied within a broader political, economic and social context.
Study materials are drawn from a variety of countries, which include Uganda, Mozambique, Cambodia, Angola, Sudan, DR Congo, Somalia, Afghanistan, East Timor, Iraq, Kosovo and Palestine. A detailed exploration of the existing literature will complement the sessions. Participants will receive a rich portfolio of key documents selected from it.
The course is very intensive. The study of selected materials - sent to participants 2 months in advance - is considered essential to the full fruition of the course. After the two residential weeks in Padua, each participant will be asked to prepare an essay on a course-related theme. Elective topics will be proposed to the participants. They will be discussed in small groups.
Teaching Staff The trainers are public health practitioners, with a proved experience of work in conflict-affected environments, and involved in the international debate and in research about formulating effective policy responses to the challenges posed by such contexts. They come from diverse backgrounds, ranging from NGOs to international organizations.
