Participants in the programme will review and analyze the wide range of problems encountered in health systems Management at its differing levels and considers advanced techniques and strategies in use for approaching these problems and dealing with them in their various aspects.
The purpose of the programme is to impart and review acquaintance with advanced knowledge and managerial techniques appropriate for use by senior physicians and managers working in the health sector. Topics unique to the health and welfare environment will be dealt with in depth, and participants will be exposed to the Israeli experience in the field of Health Systems Management.
The programme brings together senior health managers and policy makers whose responsibilities involve allocation of resources, development of policies and leadership, formulation of strategies, and evaluation of feasibility studies. Much benefit comes from the mutual exchange of ideas and experiences, and time is allowed for group discussions.
As a result of the programme experience, participants will enhance their management, planning, policy and decision-making skills as related to health systems operation and development. They will also improve their strategies and methods of approach to problem solving in their current and future roles in the health management field.

century, Human Resource (HR) management is a fast-moving
area that requires its practitioners to have much more
than simply skills of dealing with people. They are now
required to have in-depth understanding of organisational
processes in general and a thorough knowledge of their
own organisation’s strategies and tactics. Furthermore
they are expected to be fully conversant with the requirements
of the external marketplace in order to lead the personnel
of the company to success.
The programme content provides comprehensive coverage
of the major HR responsibilities, addressing strategic
and operational aspects. The course involves both practical
and theoretical considerations in the professional development
in the field of HR. Another benefit of the programme is
the opportunity it affords to meet and exchange ideas
with colleagues from all over the globe.
The goal of the HR management training seminar is to prepare human resource professionals who work in the Health Sector to deal with the complexities and challenges of managing today\'s workforce. Le système de santé
israélien sera exposé, les stratégies
utilisées développées, et l'évolution
de la politique de santé au fil des années,
relatée. Depuis son indépendance, Israël
a dû accueillir de nombreux immigrants, dont des
réfugiés de camps de concentration ; et
réformer sa politique afin de permettre à
la population de jouir d'un système de santé
performant, qui octroie les soins à tout citoyen.
Et ce, malgré la situation conflictuelle quasi
permanente dans laquelle se trouve un pays, dont une grosse
partie du budget doit être consacrée à
la sécurité.
L'un des principaux objectifs de cette formation, est
de permettre aux participants de se familiariser aux systèmes
de santé en vigueur dans notre pays, de l'analyser
voire envisager une adaptation de certaines des politiques
israéliennes dans les pays concernés. Pour
y contribuer, des cours de gestion, tels que la Gestion
de projets, seront dispensés.
Les formations sont également conçues afin
de favoriser l'échange d'expérience entre
professionnels venus de différents horizons.

Veuillez prendre note :
Les participants rencontreront des spécialistes
israéliens reconnus internationalement, chacun
d'entre eux exposera son expertise. Les conférences
seront accompagnées d'études de cas, de
petits groupes de discussion, d'ateliers, de simulations,
et favoriseront la rencontre entre des professionnels
de différents pays.
Un rapport final devra être présenté
en fin de session (référant aux conférences
sur la gestion de projet), les participants sont priés
d’être munis de documentation concernant leur
travail, données et statistiques de leurs pays.
Le module développé ci-dessus peut connaître
quelques modifications en fonction des intérêts
professionnels des participants et des informations réactualisées
de nos conférenciers. |

l objetivo del programa es
impartir conocimientos avanzados sobre técnicas
de gestión con el propósito de enriquecer
y mejorar el accionar de los ejecutivos en la Dirección
de Sistemas de Salud.
El programa se dicta tanto a médicos como a personas
con cargos públicos, vinculados con el desarrollo
de políticas de liderazgo, formulación de
estrategias y evaluación en el área de la
salud.
En las tres semanas de duración del curso, nuestro
objetivo es llevar a cabo un estudio sistemático
de Técnicas de Gestión, Planificación
y Política y al mismo tiempo capacitar a los profesionales

Content |

A community-development approach
to HIV & AIDS prevention, control and treatment stimulates
local communities to identify their needs priorities and
to mobilise their human and financial resources. For such
an approach to succeed, local governmental and non-governmental
(NGO) leaders and field activists must be trained for
community-development tasks and community based health
and social-welfare services must be coordinated.
The programme aims to impart advanced leadership techniques
to AIDS professionals, with a focus on decision-making
and problem-solving skills. The war on HIV & AIDS
will be approached from the viewpoint of general management
within the specialised context of primary health-care
in the community.
The study programme includes the following subjects:
* The Community-Development Approach to Coping with
the Aids Epidemic
* Principles of Management
* Working with Groups
* Public Health Policy and Implementation
* Health Project Management
* Health Systems Financial Management
* Analysis of the HIV & AIDS Problem: Medical Background,
Sociological Aspects, and Prevention
* Gender and Ethical Issues
* The Israel Experience
* Work with HIV & AIDS orphans-the Israeli experience
in working with orphans-visit to a Youth Aliyah village |

The programme is designed for
governmental and non-governmental (NGO) professionals responsible
for community health projects to prevent, control and treat
the HIV & AIDS epidemic. These professionals include
policy-makers, community-health and social-work supervisors
and workers and activists in the field. |

First degree from university,
proficient in English. |
| Structure |
|
The duration of the course is
3 weeks and comprises 150 study hours. The daily schedule
consists of approximately 8 hours a day (10 academic study
hours), five days a week, including appropriate study tours.
Successful completion of course work and submission of the
Final Report, qualifies the participants for a diploma |

| Methods |

Internationally known Israeli
academic and field experts will address participants. These
will include health systems administrators with expertise
in the prevention, control and management of HIV & AIDS.
Lectures will be supplemented by; case-study analyses; small
group discussions; workshops; games; simulations and interaction
with colleagues and faculty-facilitators. |
