What is this course about?
The health systems of countries in crisis are often weak and unable to address the increased health needs of the population. Moreover, health workers in these countries often have limited capacity to analyse the major features and weaknesses of the health system. This lack of capacity hampers the formulation of appropriate sector strategies and plans. As a result,
emergency appeals and response interventions are often prepared based on inadequate evidence. This poses major challenges to both Governments and the international community.

This course aims to address these constraints as part of a broader learning programme to improve the analytical and planning capacity of Ministries of Health and agencies in countries in chronic crisis. The overall objective of the programme is to strengthen health professionals’ ability to analyse health systems in countries in crisis; develop adequate response and recovery strategies; and plan and implement effective interventions.

The course is intended for health professionals working in or on countries in crisis: WHO staff, health personnel in government institutions, NGOs, UN agencies and other humanitarian organisations.
Methods This course is geared towards adult learning, and uses participatory approaches as much as possible. A variety of methodologies will be used, including lectures, discussions, group
work, case studies and exercises. Participants will be given reading material in advance, and will be required to complete 15-20 hours of preparatory work. Participants will also be able to discuss topics raised in the daily sessions during optional evening fora.

Content

Aim: The aim of this course is to enable all participants to consolidate their understanding of acute and chronic health needs for populations affected by conflict, natural disasters, disease threat and health system collapse. It is envisaged therefore that this training will contribute to improved delivery of health services and consequently improved humanitarian health outcomes in crises and disaster situations

Objectives: By the end of the course participants will able to:

  • Select appropriate methodologies and tools, in order to assess health needs in emergency and transitional contexts.
  • Plan a response to identified health needs in a situation of conflict, natural disaster event or related crises.
  • Use the knowledge and capacity to project beyond the immediate response to the longer term needs of a target population
  • Monitor the efficiency, effectiveness and impact of the response
  • Recognise the contribution of governments and other humanitarian agencies, and plan a coordinated response in collaboration with others when appropriate.

Content: The content will include: principles of public health and context issues, needs assessment, service delivery, programme planning and project management, nutrition, maternal and child health, sex and gender based violence, communicable diseases including HIV/AIDS, health information systems and basic epidemiology; immunisation; environmental health, water & sanitation and health promotion, drug policy and supply, psycho social issues, reproductive health; monitoring and evaluation.

This is a five day non residential course which has been designed to meet the learning needs of health and other professionals involved or interested in working in the humanitarian assistance sector.
