The course concentrates on methods to study and remedy inappropriate medicine use in the community, including an analysis of what shapes medicines demand. There will also be a focus on rational use of drug use in HIV/AIDS and opportunistic infections. Given the role that communication campaigns play in behaviour change, communication interventions are increasingly recognized as a necessary element of efforts to improve personal and public health. Health communication encompasses the study and use of communication strategies to inform and influence individuals and the community about the factors that enhance health. In addition, communication is highly dependent not only upon the effective use of fundamentals of communication but also upon their judicious use in view of the social and the cultural milieu that shapes individuals, families, and communities. Health communication, therefore, needs to be supported with our understanding of the values/contexts that determine how information will be received and how it can be effective. Attention may also be to the ethical and social concerns that must be appreciated and respected in the design of communication campaigns. Further, since several diseases are behaviour oriented, communication to assuage their burden requires Behaviour Change Communication Interventions.
By the end of the module, the participants will be able:

The course focuses on the study of the basic concepts of disaster management and principles of disaster planning, objectives and purpose of a disaster plan, the role and responsibilities of the staff and the basic facilities required to meet the challenge of disasters and emergency response.
Disasters have occurred ever since the existence of mankind and no community is immune to the emergencies caused by natural and manmade phenomena. Disaster events result in a number of deaths and injuries in the community along with widespread destruction of property, economic losses etc., and the community requires immediate assistance to overcome their effects. Globally, the toll of deaths and damages in natural disasters has been increasing. The cost to the global economy is estimated to be 50,000 million US dollars per year, of which a third represents the cost of predicting, preventing and mitigating distress and the remaining two-thirds represents the direct cost of 2,50,000 deaths, of which major disasters kill on average 1,40,000 people per year. A study made by the United Nations Environment Programme (UNEP) indicates that India is one of the most disaster prone countries (as far as natural disasters are concerned).

Learning Objectives:
The broad objective of this programme is to strengthen
management capabilities for programming for HIV/AIDS and
reproductive health of young people including adolescents.
This course will provide state-of-the-art knowledge and
skills to the participants for designing and delivering
efficient, equitable and financially sustainable HIV/AIDS
and SRH interventions for young people including adolescents.
By the end of this course participants will be able:
- To identify and prioritize HIV/AIDS and SRH issues,
concerns and vulnerabilities within their own country
and South Asia.
- To develop programme management skills for planning
and implementing evidence- based strategies, as well
as monitoring and evaluation of the programme.
- To design an action plan for addressing the HIV/AIDS
and SRH needs of young people including adolescents
in their own country or other countries of South Asia.
Course Contents: The course will focus on the
following three thematic clusters through presentations,
reading material, case studies, group work and field visit:
I. Technical Cluster: It will include evidence-based
strategies and components of HIV/AIDS and SRH programming
for young people, especially the adolescents who are vulnerable
and are at- risk. The focus will be on:
- Regional situation, vulnerabilities and concerns.
- Technical update on specific components of HIV/AIDS
and SRH as well as sexuality, gender and legal aspects.
- Global and regional policies and evidence-based strategies
to develop programme for young people including adolescents,
particularly for those who are out of school, vulnerable
and at risk.
- Designing a framework for HIV/AIDS and SRH strategies.
II. Programming: This cluster will focus on planning
and implementation of programme through:
- Visioning and strategic planning: Situation and gap
analysis, prioritization, result based management, designing
HIV/AIDS and SRH interventions, project management cycle
and introduction to programming tools.
- Programme strategies/elements: Communication and
demand generation, service delivery and creating an
enabling environment.
- Operational management including logistics, supply
chain, fund flow planning and management information
system (MIS).
- Monitoring and evaluation: Developing indicators
for country programme, monitoring and evaluation plan,
facilitative supervision, quality aspects, using MIS.
III. Effective Management: This will cover:
- Partnership and stakeholder management, inter- sectoral
collaboration and youth participation.
- Evidence- based advocacy activities, designing and
developing strategic plans.
- Leadership, motivation, problem solving and decision
making for organizational effectiveness.

The course is designed to build
capacity of senior and middle level programme managers in
government, private and NGO sectors responsible for HIV/AIDS,
sexual and reproductive health programming for young people
including adolescents. These would include project directors,
programme/project managers, policy-makers, team leaders
and service providers at national, province and district
levels (from health, education, youth affairs and other
departments/organisations). |

Since the second half of the 20th century, health care scenario has changed rapidly. On the one hand, scientific innovations and advances have enabled people to improve the quality of life. On the other hand newer diseases are continuously emerging on the horizon challenging the very basics of survival of mankind. Globalization has shrunk the world and has increased access to knowledge and introduction of patent regime are threatening to increase the cost of treatment and medicines beyond the reach of the common man.
India has entered into a domain of economic development without matching advances in public health. There has been a significant expansion in the infrastructure facilities to reach the people with services. But the quality and affordability of these services for the common man are debatable. The mortality and morbidity indicators did decline initially but the change that was expected is not seen inspite of increased input of resources.
The question that arises is:
” What is the vision we have for the next 20 years? And what do we want to achieve?”
Objectives
- To review the present status of health care in India in terms of needs and availability of services and the response of health, hospital and pharmaceutical sectors.
- To identify challenges before health, hospital and pharmaceutical sectors in 2020
