This is ground-breaking and
very successful 12 day course developed by WHO to meet
requests from many individuals and organizations, and
to respond to a clear need for more effective planning,
research and implementation of rational medicines use
practices in the community. It is a condensed version
adopted from the official two weeks WHO course on 'Promoting
Rational Drug Use in the Community' being organized at
this Institute for the 8th time.
Objectives:
1. To an exposure to methods to study and remedy inappropriate
medicine use in the community,
2. To analysis of what shapes medicines demand.
3. To get exposed to practical approaches to investigating
and prioritizing medicine use problems, and how to develop
effective strategies for change.
4. To understand the rational use of drug for reproductive
health and HIV/AIDS.

Preventing and treating diseases require assessment,
delivery and monitoring by health workers. Without a strong
health workforce, advances in healthcare cannot reach
and benefit the people who need them. Despite this, state
health systems nationwide are finding it increasingly
difficult to train, support and retain their health workers.
These problems are directly threatening efforts to achieve
the Millennium Development Goals (MDGs). Moreover, decades
of cost cutting and under-investment in health have also
resulted in terrible working conditions for many in the
health workforce. The morale and performance of overburdened,
underpaid and unsupported health workers have sharply
declined. As a result, many health workers feel they can
no longer continue under these conditions. This has led
to loss of health workers, deterioration of health services
and erosion of public trust in the health system.
Solutions to these problems do exist, and new ones are
being actively sought. Innovative and effective ways to
educate, support and manage the health workforce, and
encourage private-public partnerships are already reaping
benefits. In recent years, WHO and its partners have moved
health workforce issues up the political agenda. To give
further momentum to efforts in this area, this training
programme aims at developing leadership in planning, formulating
and implementing the required human resource management
policies. It is hoped that this will encourage policy
makers, health professionals, academia, and NGOs to work
effectively to strengthen the health workforce.

The course focuses on the
study of the basic concepts of disaster management and
principles of disaster planning, objectives and purpose
of a disaster plan, the role and responsibilities of the
staff and the basic facilities required to meet the challenge
of disasters and emergency response.
Disasters have occurred ever since the existence of mankind
and no community is immune to the emergencies caused by
natural and manmade phenomena. Disaster events result
in a number of deaths and injuries in the community along
with widespread destruction of property, economic losses
etc., and the community requires immediate assistance
to overcome their effects. Globally, the toll of deaths
and damages in natural disasters has been increasing.
The cost to the global economy is estimated to be 50,000
million US dollars per year, of which a third represents
the cost of predicting, preventing and mitigating distress
and the remaining two-thirds represents the direct cost
of 2,50,000 deaths, of which major disasters kill on average
1,40,000 people per year. A study made by the United Nations
Environment Programme (UNEP) indicates that India is one
of the most disaster prone countries (as far as natural
disasters are concerned).
