Since 2004, with the support
and permission of the Ministry of Health, the Hanoi School
of Public Health has piloted a Master of Hospital Management
Training Program. This program aims to improve the capacity
of professionals in the health sector. The course curriculum
was developed base on an assessment of training needs
in hospital in Vietnam, as well as referral was made to
6 hospital management training curricular from around
the world and experience gained from study tours to Hospital
management programs at institutions such as the London
School of Hygiene and Epidemiology (UK), Leeds University
(UK), University of New South Wales (Australia), and Indian
Institute of Management (India). In addition, the Ministry
of Health confides a task to the school organises training
courses of Hospital management for staff at different
hospitals from many years until now.
The objective of the Master of Hospital Management Training
Program is to provide knowledge and skills on hospital
management to candidates so that they can perform hospital
functions and tasks well and thus contribute to the improvement
of the quality and the efficiency of hospital operation. |

|
Eligibility candidates include
medical doctors, pharmacists at the university level, and
bachelor degree holders with specialization in health sciences
(such as nursing, medical technology, ect.) or specialization
in other disciplines.
Candidate must be currently or intend to be in a management
position in hospitals or organization related to public
or private health services.
Having at least 2 years of experience working in the health
care sector. |

Objectives:
1. Demonstrate knowledge and understanding the fundamentals
of health policy framework
2. Explain how research findings enter and influence the
policy process
3. Critically examine the research-to-policy gap and identify
strategies to overcome this gap
4. Create a comprehensive policy-level communication strategy
5. Demonstrate skills in communicating research evidence
to policymakers using compelling written and oral formats
Content:
1. An overview of analytical framework of health policy
including the notions of context, process, actors and content.
Refresher on elements and characteristics of the policy
process
2. From research to policy: Critically examine how research
findings enter and influence the policy process; research-policy
gap; identifying key research findings and policy implications,
barriers to research influencing policy; strategies to overcome
barriers to research influencing policy.
3. Developing policy communication strategy to communicate
research findings and policy recommendations to policymakers
at different levels: key elements of policy communication
strategy; identify key communication constraints and opportunities
carry out and develop communication action plan and evaluation
performance.
4. Policy communication tools used to inform and persuade
policymakers: Writing factsheets, policy memo and briefing
policymakers using oral presentation. |

Degree Program within TropEd Network may joint this course.
- Students are required to bring to the course one research
(it might be student’s research or any article or
research report that students prefer), used as basic document
for doing some exercises (identify research findings,
policy implications, and recommendations, develop communication
strategy, prepare factsheet and oral presentation to policy
makers). |
