Structured around the most
common questions regarding HIV and AIDS, this modular
course provides basic medical knowledge and epidemiological
facts about the infection, offers analyses of the socio-cultural
and socio-economic framework of HIV and AIDS and examines
the most common interventions and mechanisms developed
to cope with the epidemic today and in the future. Due
to the high numbers of women infected with HIV in Sub-Saharan
Africa and the central role that gender aspects play in
regard to vulnerability and the effectiveness of responses,
the course puts an emphasis on the gender dimensions of
HIV and AIDS.
Module 1: What is the scope and impact
of the HIV pandemic?
Module 2: What is HIV and AIDS? From
infection to treatment.
Module 3: Who is affected by HIV and
AIDS?
Module 4: How to respond to HIV and AIDS?
The course concludes with a face-to-face seminar that
focuses on the response to HIV and AIDS in Tanzania and
the evaluation of gender-sensitive HIV/AIDS projects in
practice. |

This course is designed for
non medical professionals who deal with HIV and AIDS issues
in various contexts, e.g. health, education, civil society,
business, or development co-operation. By improving general
knowledge and raising awareness of HIV and AIDS, the course
endeavours to encourage and empower its participants to
respond to the epidemic in their home countries. Considering
the 'feminisation' of the HIV epidemic in Subsahara Africa,
the course addresses a gender focus and gives priorities
to multipliers with gender-sensitive responses to HIV and
AIDS. According to the main InWEnt partner countries we
are specifically inviting applicants from Cameroon, Kenya,
Malawi, Rwanda, South Africa and Tanzania. |
| Structure |
|
A 1-day start-up seminar (planned
in the capital of each country) will precede the start of
the course. During the seminar participants will have the
chance to familiarise themselves with the online environment
and the various communication tools. In the following online
introduction of 10 days the participants have to take part
in the short course 'Fit for Global Campus 21', contribute
to a discussion and send an assignment to the tutor. After
the introductory phase all participants who fulfilled the
requirements of the introduction will be selected for the
course.
The e-learning phase is then comprised of four modules,
which are to be completed consecutively. Participants will
only gain access to a module once the preceding one has
been completed. Each course module is designed to run over
a three-week period and will take about eight hours to complete,
plus one hour of chat time at the end. Following the online
phase, a five-day face-to-face seminar will be conducted
in Tanzania in March 2010. It will enable participants to
evaluate HIV/AIDS projects for putting into practice what
they have learned during the e-learning phase and will focus
on the response to HIV and AIDS in Tanzania. |

Hospitals play a decisive
role in a state heath care system. In many areas effective
hospital care is crucial, including maternity care, treatment
of common childhood illness, malaria, HIV/AIDS, etc. However,
the quality and availability of hospitals services are
limited in many countries, as are management efficiency
and effectiveness, and the standards of buildings and
equipment. In this sense, strategies directed towards
reforming the hospital sector are intimately linked to
achieving the Millennium Development Goals (MDGs).
Current reform projects on hospital sector reorganisation
are aimed at improving the quality and effectiveness of
clinical access and securing the financial sustainability
of hospital services, for example, by introducing local
and country-wide health insurance. Reforming the health
and hospital sector can only succeed if the key positions
in hospital management are filled in the most effective
way. These challenges require training top-level managers
in the skills most needed in hospital management.
On completion of the course, participants will be able
to:
* Understand and apply resource management concepts (personnel,
finance, and material resources) and the processes and
strategies needed in specific hospital sectors
* Communicate effectively and develop their leadership
and teambuilding abilities
* Apply modern change management and innovation management
concepts to optimise structures
* Analyse existing hospital service policies and enhance
their alignment within the local and national context.

Participants are expected
to be qualified young professionals with the requisite
academic background (a BA or MA in economics, commerce,
management, business, or public administration), an advanced
diploma (economics, commerce, management, business, health
care management, public administration), or a certified
public accountant qualification, or equivalents. They
should be able to show relevant and practical health sector
experience of at least 5 years. Applications from female
candidates are expressly encouraged.
After completion of the training programme, participants
are expected to return to their employing institutions
in their home country. As part of their role as multipliers,
there is expected to be a transfer of skills and knowledge
between the participants and their colleagues. |

The enjoyment of the highest
attainable standard of health as a fundamental right of
every human being ("the right to health") was
first enshrined in WHO's Constitution in
1946. Since then, the right to health has been enshrined
in numerous international and
regional human rights treaties as well as national constitutions
all over the world. Other
key health-related human rights include freedom from discrimination
and the rights to
participation, education and information. Overarching
principles integral to a human
rights based approach to health include transparency and
accountability.
Every country in the world is now party to at least one
human rights treaty that
recognizes health-related human rights. This means that
governments have committed
themselves to various human rights obligations relevant
to health. Public health actions
should strive to promote and reinforce those human rights
obligations.

important synergy between health and human rights. It
is developed with a broad target audience in mind including
public health and human rights practitioners, representatives
of ministries of health, national human rights institutions,
civil society, United Nations staff from WHO and other

from Cameroon, Kenya, Malawi, Rwanda and Tanzania. |
