International Health is a new discipline that systematically compares
factors that affect the health of all human populations - with a
special focus on poverty-related health problems in low- and middle-income
countries. International Health includes the promotion of health,
prevention and treatment of diseases, palliative care and rehabilitation.
Knowledge of the major endemic diseases and studies of health systems,
health economics, health policy and management of health services
are central.
Studies comprise a number of public health-related disciplines including anthropology, biology, economics, environmental health, epidemiology and statistics, management studies, nutrition, population sciences and reproductive health, psychology, social sciences, travel and migrant health and tropical medicine with a focus on infectious diseases, parasitology, virology, bacteriology, mycology and laboratory practice. |

Proficiency in English (for
non-native English speakers) is to be demonstrated by a TOEFL score
of at least 550 points paper-based or 213 points computer-based,

Module and course fees are based
on the current fee requirements of the local TropEd institution.
In general there is a fee of approximately € 150 per
ECTS credit point for core training, € 300 per credit
point for the optional modules and of € 75 per credit
point for the research project and thesis work. Tuition
varies widely, however, from country to country. Tuition
for the overall Masters programme will amount to approximately
€ 8.500 - 10.000 total depending on the courses and
institutions selected. Living expenses including accommodation
in student hostels amount to approximately € 650 per
month. |

Objectives/
Content |

The goal of
the course is: to offer an introduction to the international
discussion on global climate change, observed and projected
impacts on human health and possible public health responses;
to raise awareness for the complexity and relevance of
the topic; to foster advocacy in the students? home countries;
and to provide tools for the identification of health
impacts of climate change and the development of appropriate
public health responses.
After completion of the course, participants will be able
to:
- Describe projected climate change on a global and
regional level and discuss concerns and relevance of
these changes to health.
- Identify and assess possible health impacts and their
attribution to climate change in the context of existing
local burden of disease and health systems infrastructure.
- Critically appraise the principles of mitigation
of and adaptation to climate change.
- Design public health strategies targeted to adaptation
and evaluate opportunities and barriers of different
such strategies.
Content: In April 2007 the IPCC published
its 4th assessment report on the climate change impacts,
adaptation and vulnerability. In view of the current discussion
of this topic, the module offers the climatological background
for the understanding of global climate change, its mechanisms
and regional changes. It provides an overview of the observed
and projected impacts of global climate change in general
and on human health in particular, with specific emphasis
on low-and middle-income countries.
Methodologies for the assessment and attribution of health
impacts of climate change are being demonstrated and practiced
in groups. Case studies on climate change-related natural
disasters and health impact assessment in low-and middle-income
countries will illustrate the nature and range of observed
impacts. On the basis of the presented concepts of vulnerability
and adaptation, students will develop public health adaptation
strategies for selected countries in most affected world
regions (mainly Asia and Africa). Examples of projects
and initiatives for adaptation will be given and linkages
between climate change, health and other environmental
changes will be discussed. |

Teaching will consist of lectures
(ca. 18 hours), discussions, case studies and exercises
(10 hours), problem-based and self-directed learning (ca
30 hours) and presentations (2 hours). There will be a strong
emphasis on the experience of the participants in the discussions.
A public evening symposion on climate change and sustainable
development with renowned international experts in the field
will be an integral part of the course. |

On the last day of the course
group results will be presented. A 5-page paper per group
summarizing the work and the results of the group sessions
will need to be submitted 4 weeks after the course and will
be assessed as group work according to standard assessment
criteria. |

Students gain insight into the health policy perspective of the economic and scientific considerations behind formulating health interventions.
At the end of the module the students will be able to:
- define and describe the basic concepts of economics – e.g. the market mechanism, market imperfections, behavioural assumptions, decision making, evaluation tools.
- formulate and discuss the principal concepts of health economics and related policies and apply relevant measurement tools.
- assess the role of poverty and health in economic development.
- describe the basic concepts and measures of econometric and empirical studies and be able to critically evaluate their results.
- apply and critically appraise cost-effectiveness analyses, cost-benefit analyses and cost-utility analysis.
- evaluate specific disease control interventions based on scientific epidemiologic evidence and economic considerations.
The course includes the following topics:
- Basic concepts of economics and health economics.
- Macro and micro-economics and their application to health systems.
- Differences in health systems analysis between developed and developing countries.
- Economic tools used to study and promote health interventions (case studies and practical exercises)

- The role of health in economic development (group presentations)
- Review of quantitative methods and evaluation of the quality of empirical and scientific econometric studies (group presentations)
- The use of scientific evidence for formulating health interventions.

| Methods |

The course consists of individual teaching units comprising a total of 46 hours of lectures and 34 hours of group and individual exercises. After a set of lectures on a specific topic students will apply the concepts within the framework of case studies. |
| Evaluation |
|
The class is divided into groups of 4-6 students. Each group is given a disease-control intervention case study including the relevant background information. Using economic tools, and evaluating scientific evidence (that they were taught), participants are asked to formulate and present a relevant disease-control intervention policy for a specific location. This way they have the opportunity to synthesize the knowledge they gained and apply it to a specific situation.
If students fail, they will be given the opportunity to take a 4-hour individual open-book examination based on case studies and essay questions. |
