The Asia Pacific region faces heavy human and economic losses from disasters, whose frequency and intensity is increasing drastically in recent years. The evidence from the Indonesian Tsunami, Kashmir and China earthquakes, Cyclone Nargis, Afghanistan blizzard, and other events happening in the region and around the world undoubtedly reflect the level of devastation that disasters can bring.
To reduce the impact of disastrous events on communities and support development sustainability, the DMC course aims to provide comprehensive disaster management knowledge and skills to enhance the capabilities of managers who have key disaster management responsibilities. The course is designed to enable professionals working in disaster management, development and donor agencies to effectively integrate disaster management into their programs and policies. Participants will be encouraged to develop key skills and adopt proactive attitudes through participation in interactive lectures and reflection on a range of key issues raised during discussions and practical activities.

Asian and Pacific regions, including officials of national and provincial governments, defense

 sector.  Participants who have a considerable measure of responsibility in the area of disaster
 mitigation, preparedness,  reresponse, recovery, and disaster management policy

  • NGO/PVO staff who are responsible now (or may be in the near future) for making decisions that affect the health of refugees and internally displaced persons.
  • District medical officers and other Ministry of Health staff working in regions affected by complex emergencies.
  • Staff from international and governmental organizations instrumental in planning services for people affected by complex emergencies.

Medical Coordinators, Health Coordinators, Program Managers and District Medical Officers from international and national health organizations are typical candidates for the course.

Structure Participants are expected to meet with their supervisors prior to attending the course to discuss an action plan for applying their new skills and knowledge. A structured exercise during the course will help to finalize these plans. Participants will be contacted approximately 3 months later and asked to report on their progress.
Methods Extensive reading and participatory learning methods are used. Participants will receive pre-reading materials before arriving at the course site. An interactive simulation exercise on the last day gives participants an opportunity to use the skills and knowledge learned during the course. Participants should be fluent in reading and speaking English.
Teaching Staff The trainers are leading international and regional experts with a wide variety of field experience in complex emergencies. Trainers represent a range of backgrounds from NGO’s to multi-lateral organizations, international agencies, academic and research centers. They all have significant hands on experience and many have trained for many years Public Health in Complex Emergencies training program and/or were involved in designing the curriculum.

Course fee Tuition is $2,400 and includes accommodation, three meals daily, and all course materials. Participants can expect to have a private room. Communities are at the frontline of disasters. Over the last two decades it has become apparent that top-down approaches to disaster risk management alone fail to address the specific local needs of vulnerable communities, often ignoring the local capacities and resources. At times this approach further increases the vulnerability of the community. In response to the limitations of this top-down methodology, the community-based disaster management emerged as an alternative approach, during the decades of 1980s and 1990s.

Community based disaster risk management is a specific focus under the Partnerships for Disaster Reduction in Southeast Asia (PDRSEA), a project being implemented in seven Southeast Asian countries since 2001 with financial support from DIPECHO. The program has focused on developing technical capacity of professionals through designing and conducting various training courses, facilitating sharing of experiences, across countries and organizations through newsletters, websites and email list serves. The program has provided support to national networks and led efforts towards regional networking. Practical tools for practitioners have been developed to support community action; e.g. the CBDRM Field Practitioners Handbook. Recently the focus of program has been on Institutionalizing Community Based Disaster Risk Management in the government policy, planning an implementation. In this regard the program is working closely with the ASEAN Committee on Disaster Management (ACDM) and National Disaster Management Offices (NDMOs) and practitioners.

CBDRR is a specialized course catering to the competency and knowledge needs of operation level people who are or would be involved in designing and implementing CBDRR projects and programs in their organizations. Participants come from many sectors including, local
government departments, NGOs, INGOs, UN, IFRC, emergency response agencies and the private sector. Participants from policy and senior management levels of government, UN, donor organizations and INGOs are welcome if they are interested in learning to learn about how CBDRR is operationalised.
Methods CBDRR provides the participants’ fun filled learning through exercises, simulations, videos, discussion forums and interactive lectures.
Course fee The course fee is $2,000 USD per participant. This includes the cost of materials (CD ROM, handouts, and bag) and meeting package (lunch and morning / afternoon break refreshments).Course fee should be paid in advance by money transfer / international demand draft (DD) toad or by cash.

Objectives:
This course is designed to enable practitioners to operate efficiently during an incident or event within the Incident Command System (ICS). This course focuses on the management of single resources. The objectives of the ICS course is to provide participants with the in-depth knowledge on Incident Command System, describe the ICS organization appropriate to the complexity of the incident or event and use ICS to manage an incident or event efficiently.

Course Approach and Ccontent:
The proposed training will offer course work, hands on training with series of table top simulation exercises, lessons learned, good practices and field visit. The course consists of the following subjects:
Module 1. Introduction to Incident Command System (ICS)
Module 2. Leadership and Management- (describe chain of command, responsibilities and formal communication relationships, span of control and modular development)
Module 3. Delegation of Authority and Management by Objectives
Module 4. Functional Areas and Positions (describe the functions of organizational positions within the ICS, tools needed to manage an incident)
Module 5. Briefings (describe components of field, staff, and section briefings/meetings, give an operational period briefing)
Module 6. Organizational Flexibility (explain how the modular organization expands and contracts, complexity analysis, five types of incidents)
Module 7. Transfer of Command (describe the process of transfer of command, list the essential elements of information involved in transfer of command) The course will also share standard templates, forms, and check list

The course is tailored for senior/ mid level emergency response or disaster managers and development workers, including officials of national and provincial governments, extension officers, defense forces, emergency services, staff of training institutes, institutions of public administration, national and international NGOs, IFRC/ICRC/RC, UN agencies and the private sector. Participants who have considerable measure of responsibilities in the area of disaster mitigation, preparedness, response and disaster management policy will gain the most from the curriculum. Some field level response background is desirable, but not essential.
Course fee The course fee is US$ 1,800 per participant with a registration fee of US$ 40. This package is inclusive of training course materials, refreshments and lunch during the course.
