Objectives/
Content |
|
The purpose of the course is to provide comprehensive disaster management knowledge
and skills to enhance the capabilities of eecutive managers who have
key disaster management responsibilities. It is designed to enable professionals working in disaster management,
development and donor agencies to effectively integrate disaster management
into their development programs and policies. Participants will be encouraged to develop key
skills and adopt proactive attitudes through participation in interactive lectues and reflection on
a range of key issues raised during discussions and practical activities.

The course is tailored for senior level disaster managers and development
workers from the
Asian and Pacific regions, including officials of national and provincial governments,
defense forces, police and emergency services, staff of training institutes, institutions of
public administration, national and international NGOs, IFRC/ICRC, UN agenies
and the private sector. Participants who have a considerable measure of responsibility in the area of
disaster mitigation, preparedness,
reresponse, recovery, and disaster management policy
will gain the most from the curriculum. |

- NGO/PVO staff who are responsible now (or may be
in the near future) for making decisions that affect
the health of refugees and internally displaced persons.
- District medical officers and other Ministry of Health
staff working in regions affected by complex emergencies.
- Staff from international and governmental organizations
instrumental in planning services for people affected
by complex emergencies.
Medical Coordinators, Health Coordinators, Program Managers
and District Medical Officers from international and national
health organizations are typical candidates for the course. |
| Structure |
|
Participants are expected to
meet with their supervisors prior to attending the course
to discuss an action plan for applying their new skills
and knowledge. A structured exercise during the course will
help to finalize these plans. Participants will be contacted
approximately 3 months later and asked to report on their
progress. |
| Methods |
|
Extensive reading and participatory
learning methods are used. Participants will receive pre-reading
materials before arriving at the course site. An interactive
simulation exercise on the last day gives participants an
opportunity to use the skills and knowledge learned during
the course. Participants should be fluent in reading and
speaking English. |
| Teaching Staff |
|
The trainers are leading international
and regional experts with a wide variety of field experience
in complex emergencies. Trainers represent a range of backgrounds
from NGO’s to multi-lateral organizations, international
agencies, academic and research centers. They all have significant
hands on experience and many have trained for many years
Public Health in Complex Emergencies training program and/or
were involved in designing the curriculum. |

Tuition is $2,400 and includes
accommodation, three meals daily, and all course materials.
Participants can expect to have a private room. In some
cases it might be necessary to share single-sex bathroom/shower
facilities. Participants are responsible for all of their
travel expenses and incidentals such as laundry, personal
phone calls, faxes, Internet or email usage, and shipping
of personal items from the course. |

|
Unfortunately, there are no
scholarship funds available. However, in the past some participants
have secured financial aid from ministries of health, WHO
regional offices and private sources. |

The HEPR Course is designed
to assist health personnel, both administrative and medical,
to prepare health care facilities and personnel to respond
effectively to internal or community emergencies that
involve large numbers of casualties. This will enable

for hospital staff, health care facility managers and administrators,
who are responsible for hospital emergency planning, or
and any emergencies involving mass casualties that require
the major resources of a hospital. |

The Hospital Emergency Preparedness
and Response Course (HEPR) is delivered using the interactive
method of learning with emphasis on continuous interaction
between the participants and resource persons. The course
includes interactive lectures and demonstration practice
sessions. |

Resource persons are experienced
doctors, hospital administrators, structural &earthquake
engineers and professors in the field of emergency preparedness.
They come from reputable institutions in Asia both in government
and in the private sector. Their line of specialization
ranges from Trauma Care of Disaster Victims, Emergency Medical
Services (EMS), Disaster Medicine, Hospital Management and
Structural Safety. |
