The aim of the course is
to empower participants to develop more integrated and
better adapted health systems. At the end of the course
the participants should be able to present a clear vision
on the problems their health system faces and to spell
out alternatives for action.
“System” is understood as the grounds on
which all players (professionals, government institutions,
public and private oriented non-governmental organisations,
the public …) that have a stake in the provision
of health care act, as well as the relations and agreements
they develop. Whether this ensemble of actors evolves
towards achieving better population’s health depends
upon the inner-system’s strengths and weaknesses
and the opportunities and threads from outside. A system
however should be capable of continuously adapting to
the changing environment. New policies like liberalisation
and decentralisation, emerging health problems like obesity,
specific challenges like generalising treatment for AIDS
patients are but three examples of current evolutions.
The course is experience based. This means that via lectures,
seminars, group work and discussions, review of literature
and individual assignments, participants are invited to
review the organization and functioning of a system they
have been working in. Their thesis work is the result
of this analytical process and includes an argued and
realistic action or research plan. |

The postgraduate course in Tropical Medicine
and International Health provides health professionals
with a broad and interdisciplinary training. It combines
clinical and biomedical knowledge and skills with a systemic
approach to health care organization and disease control.
The broad perspective of international health policy and
specific inputs from social sciences will help students
grasp the complex picture of health and health care in
low-resource settings. The integration of these different
disciplines is a key feature of the programme.
Module 1: Introduction to International
Health (15 weeks – 20 credits).
The situation of health, health problems and health care
in this fast moving, globalizing world is extremely diverse
and difficult to capture with the language of medicine
alone, both in terms of assessment of the situation and
of action to be developed. Problems range from the rather
simple, technical kind, where evidence is available on
what to do, over more challenging ones such as dealing
with human beings in healthcare organisations to the very
complex processes of decision making at national and international
policy levels, involving values, interests and power.
Module 2: Clinical and biomedical sciences
of tropical diseases (8 weeks-10 credits)
Module 2 provides a specialised training on tropical diseases
for medical doctors on the one hand and biomedical scientists
and pharmacists on the other. Its main aim is to provide
health professionals from non-tropical countries an additional
training in the diagnosis and management of tropical diseases,
topics which are not or only minimally covered by university
undergraduate curricula. |

Students receive up-to-date training in specific reproductive health problems, as well as the necessary elements for the formulation of integrated strategies. The focus is on the appraisal of the public health importance of reproductive health and the development of specific control methods, with an emphasis on integrated strategies and intersectoral collaboration.
The main themes covered include: • HIV/AIDS • Sexually Transmitted Infections; • Family planning and unsafe abortion; • Maternal Health; • Project Cycle Management & Logical Framework. After completion of the course, participants will have learned how to: • Assess the importance of the different components of reproductive health problems; • Develop and prioritise specific strategies for prevention and control; • Implement those strategies within existing health structures with the focus on accessibility, affordability and sustainability; • Monitor and evaluate reproductive health programmes. |

The course is intended for health professionals and scientists involved in, or responsible for, reproductive health programmes, including HIV/STI, family planning or safe motherhood. and draws on the unique expertise of the Institute and its collaborating centres. It combines in-depth knowledge of specific diseases with extensive experience in the organisation and evaluation of health services. |
| Requirements |
|
Holders of a university degree
in health sciences or a professional bachelor in nursing
sciences or midwifery can apply by duly completing the appropriate
application form (available from MDC-MCM@itg.be or the ITM
website www.itg.be), and send it to the course secretariat
before 1 November. A selection committee will evaluate all
applications on a comparative basis and notify candidates
as soon as possible of the outcome. Candidates should be
proficient in epidemiology, statistics and public health.
A Master of Public Health degree (MPH) or a similar training
is an asset. The course language is either French or English,
the two languages alternating yearly. |

This Master in Public Health, orientation Disease Control, is intended for health care professionals working in ministries of health, international agencies or non-governmental organisations in low and middle-income countries. |
| Requirements |
|
A university degree, two years or more of relevant experience, and proficiency in the course language are required to be eligible for admission. The course language is French or English, alternating yearly (see overview). A good knowledge of the course language certified by an accredited test or equivalent is essential. Participants of the French course should preferably have a working knowledge of English. |
| Methods |
|
Teaching methods include lectures, individual and group work, problem-based learning and discussion sessions. There will be a strong emphasis on case studies and practical exercises involving participants in the design of control programmes appropriate to their country of origin. Small group sessions are a substantial part of the course. Senior staff from the Institute’s departments (Public Health, Microbiology, Parasitology, Clinical Sciences) teaches most of the modules. Distinguished external lecturers complement specific areas of expertise. |

The International Course
on Planning and Management of Tropical Disease Control
Programmes is a 10 weeks course for health professionals
involved in disease control in low and middle-income countries.
The MDC teaching team wants to contribute to better disease
prevention and control by supporting programme managers
in their key functions: formulating a control policy and
implementing and evaluating a programme. The course not
only draws on the unique expertise of the ITM in diseases
such as malaria, schistosomiasis, sleeping sickness, TB
and HIV/AIDS; but also benefits of the rich exchange of
experience between students from many different countries. |

/ Objectives
The colloquium is aimed at the following expected results:
1. Innovative strategies to enhance Universal Health coverage,
and to link them with the MDGs, have been proposed. This
implies specific modalities to reach and involve the ‘bottom
billion’; 2. Participants are aware of their potential
to contribute to the worldwide efforts to enhance access
and health coverage; 3. Innovative recommendations at
the political and operational level have been put forward
for the public and private Belgian, European and international
stakeholders in health development cooperation; 4. Emerging
voices expressed new views, findings and strategies and
the research agenda has been updated. |

Side event to the colloquium
"Health Research towards Universal coverage”
(see above) at the Institute of Tropical Medicine
Antwerp. At this workshop, nongovernmental organizations
working in the field of international health cooperation
and research institutions will be discussing past and
ongoing cases of research partnerships, the win-win approach
of academic research and NGO action and the related challenges.
To accomplish their mission in the field of international
health cooperation in a more rational – and finally
more sustainable – way, non-governmental organisations
which are members and partners of the Medicus Mundi International
Network are in dire need of reliable evidence on “what
works and what does not”. On the other hand, undertaking
advocacy and sensitization activities at an international
level, which is the other main activity of the MMI Network
and its members, also needs to be rooted in reliable evidence.
How to generate, access, share and use reliable evidence
is therefore a crucial issue for the MMI Network and its
members.
